The Government of Kazakhstan exercises executive power, heads the system of executive bodies and provides the guidance of their activities. The Head of government is appointed by the President when the candidature of the premier is approved by a majority in the Parliament. Ministerial cabinet of the government is appointed by the President from the candidatures suggested by the premier.
Structure and cabinet of the government of Kazakhstan.
Prime-minister submits the structure of the government for consideration by the President. The structure of the government is as follows: Prime Minister, Vice Prime Minister, 3 Deputy Prime Ministers and Head of the Ministries.
Principal authorities of the Government of the Republic of Kazakhstan:
- development and implementation of principal tendencies of social economic state policy, defense potential of the country, security and guarantee of public order.
- submission of the republican budget and its execution report for consideration by the Parliament’s Majilis, ensuring the execution of the republican budget.
- submission of bills to the Parliament, ensuring their execution.
- managing ministries, state committees, other central and local executive bodies activities.
- appointing to posts and dismissal of heads of central executive bodies that are not governmental organs.
Termination of the authorities of the Government of the Republic of Kazakhstan.
The government resigns its powers before a newly elected Head of State. In the face of newly elected Majilis, the Prime Minister of Kazakhstan raises question on trust to the Government. In the case if Majilis trusts the Government, it continues its duties if otherwise is not instructed by the President. The Government reports to the President on its resignation in cases if Majilis or Parliament do not trust the Government. The President considers the issues of adopting or declining the Government’s resignation in 10 days. Adoption of resignation means termination of all authorities of the Government or its corresponding member. Adoption of Prime Minister’s resignation means resignation of the whole Cabinet. In the case if its resignation is declined, the Government is instructed to perform its duties by the President. The President is authorized to terminate authorities of the Government or relieve of their posts any of its members. In the case if Prime Minister is relieved of their post, the whole Cabinet terminates its authorities.
Mr Karim Masimov was born in Tselinograd in 1965. Mr Masimov completed degrees from the Beijin Language Institute, judicial institute of Uhan University and Kazakh State Academy of Management. His specializations are economy and international law. He is a doctor of economic sciences. He fluently speaks English, Chinese and Arab languages.
His work career started in the Labor Ministry from the position of senior economist, then head of department. After that, Mr Masimov worked as senior specialist of the representative office of the Ministry for International Ties of Kazakhstan in the city of Urumchi (PRC), executive director of Kazakhstan’s trade house in Hong-Kong. He also served as Board Chairman of the Almaty Trade Financial and People Savings Banks. Mr Massimov was appointed Minister for transport and communications, deputy Prime Minister, Assistant to the President of the Republic of Kazakhstan.
